PNP lodges complaint with EOCO regarding GH¢78m funding for government communications office

The Chairperson and Leader of the People’s National Party (PNP), Janet Nabla, has petitioned the Economic and Organised Crime Office (EOCO) to investigate what they describe as an “unprecedented and questionable” allocation of GHC78 million to the Office of the Minister in Charge of Government Communication, Felix Ofosu Kwakye.

In a petition dated September 8, 2025, the PNP leader expressed concern over the significant budgetary allocation, noting that the office, unlike a fully-fledged ministry, received more than ten times what was previously allocated to the Ministry of Information, which operated with GHC6 million while overseeing six agencies.

Mr. Ofosu Kwakye’s office currently supervises only three agencies but has been allocated GHC78 million in the 2025 national budget, a situation the PNP argues raises suspicions of possible misuse of public funds.

The petition highlighted four key areas requiring EOCO’s attention:

Disproportionate Budget Allocation – The party is questioning the basis for Parliament’s approval of such a large sum for a non-ministerial office and demands clarity on the agencies under its supervision and their previous operational budgets.

Alleged Politically-Motivated Expenditures – The PNP alleges that portions of the allocation may be used to fund selected media houses, civil society organisations, and influential individuals to promote the ruling National Democratic Congress’s (NDC) agenda.

Clarification on Attached Agencies – The party is requesting details on which agencies now fall under Mr. Ofosu Kwakye’s office and how their budgets compare to past allocations.

Lack of Transparency and Public

Accountability – The petition stressed the absence of a detailed public breakdown on how the funds will be utilised, especially at a time of high unemployment, poor infrastructure, and under-resourced institutions.

The PNP leader reminded EOCO of its mandate under Act 804, stressing that the office must safeguard public funds and prevent corruption irrespective of political affiliation.

The petition concluded with a call on EOCO to invite Hon. Felix Ofosu Kwakye to provide full documentation on the GHC78 million allocation and ensure that the public is assured of transparency and accountability.
