Paul Adom‑Otchere, 2 others detained over GACL contract probe as he fails to meet bail terms

The Office of the Special Prosecutor (OSP) has formally charged Paul Adom‑Otchere, former Board Chairman of the Ghana Airports Company Limited (GACL), along with two other individuals, in connection with an investigation into a revenue assurance contract awarded without competitive procurement.
The OSP in a statement posted on its social media pages today, July 31, said Mr Adom‑Otchere has not yet met the bail conditions requiring him to present two landed properties in Ghana registered in his name.
He has however informed authorities that he does not own any such property locally and remains in custody until the conditions are satisfied.
The two others formally charged are Otchere Kwame Baffour Awuah, Group Executive of Commercial Services at GACL, and Albert Adjetey Adjei‑Laryea, Chief Executive Officer of Devnest Systems.
This investigation centres on a contract between GACL and a private firm operated by the proprietor of Strategic Mobilisation Ghana Limited (SML).
The OSP is probing possible breaches of procurement law, including the award of a sole‑sourced contract that the GACL Board had not approved.
“…Mr Adom‑Otchere has so far been unable to meet his bail conditions. He is required to present two landed properties… However, he has informed the OSP that he does not own landed property in Ghana. As a result, he remains in custody until the bail terms are satisfied.”
“The two other persons are Otchere Kwame Baffour Awuah … and Albert Adjetey Adjei‑Laryea” the statement said.
