EOCO’s GHS 80M Bail for Wahab, Wife ‘Pre-Trial Punishment’ – Minority

The Minority in Parliament has slammed EOCO for what it calls the “harsh and humiliating” treatment of former NAFCO CEO and 2024 NPP Pusiga candidate, Alhaji Abdul Hannan Wahab.

In a strongly worded press statement signed by Deputy Minority Leader, Hon. Patricia Appiagyei, the caucus condemned Wahab’s arrest on 25 June 2025, labelling the joint EOCO operation in Accra and Tamale “a show of force more suited to fugitives than respected public servants.”

Wahab and his wife were arrested and are under investigation for alleged tax evasion, money laundering, and causing financial loss to the state.

While no charges have been formally proven, the Minority takes issue with the bail conditions: GHS 50 million for Wahab with two justified sureties and GHS 30 million for his wife with similar conditions.

“These are not bail terms. These are pre-trial punishments,” Appiagyei said.

“Bail is meant to ensure attendance in court, not bankrupt a person who has not been convicted.”

Citing Section 96 of the Criminal Procedure Act and the Supreme Court ruling in Kpebu No. 2 v Attorney-General, the statement insists bail must be reasonable and reflect the accused’s financial capacity and the nature of the alleged offence.

“This treatment is excessive, humiliating, and clearly politically motivated,” the statement reads.

“It sends a chilling signal to those who served in the previous government: you will be targeted, not tried.”

The Minority accuses the National Democratic Congress (NDC) government of using EOCO to intimidate political opponents.

“This is not justice; this is persecution,” the statement added. “EOCO must serve Ghana, not political masters.”

“Posterity is watching. Ghana is bigger than any political party. The abuse of institutional power will not be forgotten”, the NPP MPs warned EOCO’s Acting Executive Director, Mr. Raymond Archer.

While reiterating their support for accountability, the Minority cautioned against weaponising investigative bodies.

“We believe in the rule of law, not the rule of vendetta,” the statement said.

The caucus is demanding an immediate review of the bail conditions, calling them “disproportionate and inconsistent with legal standards.”

“No public servant should be punished for serving under a different administration,” the statement concluded. “Let justice be blind, not biased.”
