TOR back in operation, crude oil processing resumes – Mahama

President John Dramani Mahama has announced that the Tema Oil Refinery (TOR) is fully operational again, with crude oil processing resuming for the first time since 2018.
Delivering the 2026 State of the Nation Address, Mahama said the refinery’s new management successfully completed extensive turnaround maintenance, enabling TOR to produce petroleum products once more.
He assured Ghanaians that energy sector reforms are continuing without pause. “I remain fully committed to turning around the sector, strengthening its foundations, and ensuring reliable, affordable, and sustainable energy security for our nation,” Mahama said.
The revival of TOR marks a major milestone in Ghana’s energy sector, signaling renewed capacity for domestic fuel production and a step toward greater energy self-sufficiency.
President Mahama also announced that the government has fully settled all outstanding gas invoices owed to ENI and Vitol, totaling approximately $500 million.
He said this ensures that Ghana is fully up to date with its gas consumption obligations to the Sankofa partners.
